NPL Conference Concludes With Key Resolutions For A Stronger Credit Environment

The Liberia Bankers Association (LBA) successfully concluded the National Non-Performing Loans (NPL) Resolution Conference, held in Monrovia from September 9–11, 2026, bringing together senior government officials, policymakers, financial-sector leaders, development partners, and other key stakeholders to address Liberia’s NPL challenge and strengthen the country’s credit environment.

The high-level conference underscored the national importance of resolving non-performing loans as a means of strengthening financial stability, improving access to credit, supporting private-sector growth, and creating opportunities for sustainable economic development and job creation.

The conference was graced by the participation of the President of the Republic of Liberia, H.E. Joseph Nyuma Boakai, Sr., who delivered the keynote address, while the Vice President of Liberia, H.E. Jeremiah Kpan Koung, delivered the closing remarks on the final day.

Also participating were former Ministers of Justice, a former Chief Justice of the Supreme Court of Liberia, the Minister of Finance and Development Planning, former Executive Governors of the Central Bank of Liberia, and the World Bank Country Manager, alongside senior executives from Liberia’s banking and financial sectors and other stakeholders.

A high-level panel discussion featured LBA President, Mr. Lekan Balogun; LBA Vice President, Mr. Christian Allison; and Managing Director of Ecobank Liberia, Mrs. Salamata Diallo, who provided perspectives on credit risk management, responsible lending and borrowing, NPL resolution, and the role of the banking sector in advancing Liberia’s economic transformation.

Following three days of deliberations, participants adopted a number of key resolutions aimed at creating a stronger and more resilient credit environment, including:

  • National NPL Resolution Framework β€” Develop a comprehensive framework to reduce existing NPLs and prevent future accumulation.
  • Stronger Prudential Regulation & Supervision β€” Strengthen credit underwriting, risk management, loan classification, provisioning, and supervisory oversight, including measurable NPL reduction plans for supervised institutions.
  • Legal & Judicial Reform β€” Strengthen insolvency procedures, collateral enforcement, debt recovery, and commercial dispute resolution, including consideration of a modern Creditors and Borrowers Act.
  • Addressing Government Arrears β€” Establish a Government-Bank-Contractor Resolution Mechanism to facilitate the timely verification and settlement of government obligations linked to bank-financed contracts.
  • Modernizing Credit Infrastructure β€” Strengthen credit reporting, collateral registries, borrower identification, and technology-enabled credit assessment, including exploration of a Bank Verification Number or comparable national identification framework.
  • Distressed Asset Resolution β€” Assess the feasibility of establishing an Asset Management Company and other market-based mechanisms to accelerate NPL resolution.
  • Responsible Borrowing & Credit Discipline β€” Strengthen borrower accountability, financial literacy, corporate governance, and early engagement between lenders and distressed borrowers.
  • Expanding Inclusive Access to Finance β€” Promote responsible access to credit for MSMEs, women-owned businesses, youth entrepreneurs, agricultural value chains, and other underserved sectors, including consideration of credit guarantees and innovative financing instruments.

A key outcome of the conference is the call for a National NPL Resolution Coordination and Implementation Mechanism, under the leadership of the Central Bank of Liberia (CBL).

The Conference CommuniquΓ© further calls for the development of a National NPL Resolution Roadmap within three months, with clearly defined responsibilities, timelines, performance benchmarks, and quarterly reporting to stakeholders.

The Liberia Bankers Association recognizes the successful conclusion of this conference as an important milestone in the collective effort to strengthen Liberia’s financial system, improve credit discipline, expand responsible access to finance, and support sustainable private-sector growth.
